This paper analyzes the changes in international trade environment due to the spread of electronic commerce. The main changes are enlargements of market access, intensification of business competition and increasing uncertainty, and strengthening competition and alliances among businesses. As a result, there might arise numerous problems involving tax and tariff system, legal system, small trade participants, and contents of information. Standardizations, intellectual property rights, and cost sharing in connecting information infrastructure could also be areas of possible conflicts. Compare to these challenges, the legal framework for the international trade is not adequate or have not developed fully yet. This study introduces international discussions on the issues of consumer protection, privacy, intellectual property, taxation, tariff and trade facilitation at the border, government procurement, standardization, and competition policy at various international organizations. This study also offers recommendations for Korean government and business sectors to adapt its system toward international norm.
