The Property rights of the residents in the north Kyonggi Province areas have been greatly limited and controled by the Military Installations Protection Law. This matter becomes the issue of the disparities between the north areas of Kyonggi Province and other areas including the south Kyonggi Province areas. Therefore, this paper proposes that the subject of permissions and authorizations for regional development should be changed from military to administrative authorities in the long run. In the short period, so-called "Military Installations Protection Areas Permission and Coordination Commission" should be institutionalized and the regulations for property rights protection have to be enacted. Furthermore, this paper proposes that so-called "Residents' Life Environment Damage Protection and Compensation Law in Military Installations Protection Areas" should be enacted, and the provision that the Military Installations Protection Law takes precedence of the Border Areas Support Law, a special law for the regional development of the north Kyonggi Province areas, has to be revised.
