The Suwon City, a suburban city of great potential in the 21st century due to its central location, commercial networks, industrial support, high-tech manpower, and cultural heritage, is now shaping its administrative service quality to meet the world standard of high competitiveness. This dramatic gearing up toward the super excellence was initiated by the joint effort of Mayor Shim Jae Duck of the Suwon City and Chairman Chey Jong-Hyun of the Sunkyong Group, by introducing entrepreneurial initiatives into city management.
In order to serve for this purpose, the Korea Economic Research Institute launched a local government management consulting project, named 「Quality 수원(Suwon) 1996+」, with a sole objective of super excellency quest for administrative service quality (ASQ). As a part of the grounding work to find the multidimensional locationing of the Suwon City's ASQ, we conducted a broad clustered sample survey and several focused group discussions.
The result of this field survey found that the most citizens of the Suwon city have positive support for the mayor's efforts to build community consensus, to improve the quality of administrative services, and to implant the cultural and historic identity of Suwon. However, it also confirmed the general atmosphere of the people's dissatisfaction with the lack of change in the institutional arrangements and deregulation and the quality of civil service, even though they value highly of the cultural heritage and community identity. one thing to notice carefully is that, although they kept high expectation about the administrative service quality, their willingness to pay higher price and to bear heavier tax burden is not clear. one cautious factor we found through this survey and also through more focused discussion is that the civil servants, especially at the lower middle level, have lost their dignity and initiative due to unacceptable demand from the interest groups, related to local government subsidies and regulations.
For the Suwon City to survive from the challenging competition that directly comes from the global market and those accelerated through information and communication technologies, the city government needs to take initiative in moving ahead of other domestic and foreign competitors through building a world class quality of administrative services that works better and costs less.
For this purpose this study recommends two proposals. The first is a recommendation to the mayor to build a long term vision, along with mid-term reform programs, that can build a freer, faster, easier business that can attract able people and competitive businesses not just from Korea, but also from the world.
The second is a recommendation to the city administrators to build a quick response system of high quality administrative service such that every community of the city can easily get access to cost effective information technology and communication facilities in order to know and understand each other's needs and ability better between customers and providers.
