21세기를 맞이하여 글로벌 국가경쟁력의 강화는 그 어느 때보다도 중요하다. 새로운 국가경영의 틀이 마련되어야 하고 작은 정부를 지향함으로 정부혁신을 이루어야 하고 시장원리에 입각한 경쟁추구를 통해 기업활동의 자유가 최대한 보장되어야 한다. 국가경쟁력 강화를 위한 액션의 핵심주체는 가계· 기업· 정부 모두가 되어야 할 것이다.

이 연구에서는 한국의 국가경쟁력의 분석을 통해 21세기 글로벌 국가경쟁력의 강화프로그램을 5단계로 나누어 제시하였다.

제1단계에서는 한국의 국가경쟁력의 현위치를 파악하고 있다. 스위스의 국제경영개발원(IMD)에서는 1996년에 세계 46개국 중 30위로 평가하여 한국경제의 국가경쟁력이 중국, 말레이지아, 아르헨티나, 그리고 태국에도 뒤지고 있는 것으로 나타났다. 세계경제포럼(WEF)은 세계 53개국 중 21위로 평가하였고 한국경제연구원의 분석에서도 46개국 중 27위에 머무르고 있다.

제2단계에서는 원인분석과 핵심요소를 발굴한다. 모든 핵심주체의 잠재력이 최상의 수준으로 발현되지 않는 이유를 찾고 쓸모없는 비효율적인 제도와 비능률적인 정책의 잔재이유를 분석하고 이를 극복하여 전반적인 글로벌 국가경쟁력을 향상시킬 수 있는 핵심 경쟁력 결정요소를 찾아야 한다.

제3단계에서는 비전설정과 목표선택이 이루어지도록 한다. 모든 핵심주체가 가진 잠재력이 자발적이고 의욕적으로 충분히 발휘되었을 때 달성할 수 있는 최고 수준의 비전을 설정하고 또한 객관적으로 계측되고 과학적으로 입증될 수 있으며 활용가능한 통제수단들을 이용하여 실천가능하고 달성가능한 목표를 선택한다.

제4단계에서는 걸림돌의 발굴과 발상의 전환을 이루어야 한다. 현존제도의 타협적인 정책의 한계를 중심으로 걸림돌을 파악하고 국민과 기업 스스로 제도와 정책을 선택하도록 발상의 전환을 모색한다.

제5단계에서는 대안제시와 액션 프로그램을 개발한다. 리오리엔테이션 능력배양과 리엔지리어링 능력과 리스트럭처링 능력의 배양을 위한 대안을 마련하여 경영운영성과, 프로세스 효율성, 투자역량, 학습역량 및 사회역량의 최고수준 추구를 위한 전략을 수립하여 액션프로그램을 제시한다.
